Why this is different

Minimum labor standards

The Incubator establishes minimum labor standards as a condition of certification and continued participation. Quality outcomes depend on workforce stability.

  • Hourly wages of no less than $20 per hour
  • Access to healthcare options within 30 days of the start date
  • Prohibition of commission-only compensation

Enforcement and accountability

  • Resubcontracting is prohibited. Violations result in immediate removal.
  • Graduated operators unable to sustain performance may reenter the incubator for corrective support. Reentry is supportive and corrective, not punitive.
